C 3 General provision 3.1 Classification of accidents and hazards Accidents and hazards are divided into three levels, see Annex A, 3. 2 The management of the emergency organization 3. 2.1 Operator or contractor of offshore petroleum operations should establish the emergency organization. 3.2.2 Operator or contractor should establish and implement the emergency plan according to provision 3. 1. 3.2.3 Contractor' s emergency plan should be included in the operator's emergency plan.
