This national standard specifies the basic requirements of fire protection design in nuclear power plant.
This standard is applicable to the land-based thermal-neutron-reactor (such as light water, heavy water reactor, gas cooled reactor) nuclear power plant.
This standard principally aims at the fire protection design of nuclear island plants; the fire protection designs of conventional island and nuclear-power-plant supporting facilities (BOP) shall not only implement this standard, but also refer and conform to the relevant national design standards.

3 Terms and Definitions
The following terms and definitions are applicable to this standard.
3.1
Explosion
A kind of sharp oxygenation or decomposition reaction; it will result in the increase of temperature or pressure or the simultaneous rise of both.
3.2
Fire area
It is composed of one or more of rooms and is enveloped by the fire barrier with the fire resistance rating which is equal to the design basis fire duration at least. The fire area shall guarantee that the fire within the area will not spread to the outside, or that the fire outside the area will not spread to the inside.
The fire-area barrier shall conform to the fire resistance rating specified in this standard and shall be equipped with the following three types of fire areas.
3.2.1
Safety fire area
The fire area established in order to protect the safety series, avoid the common mode failure and guarantee the realization of safety function.
3.2.2
Unavailability limitation fire area
In case that the fire load density of an area is greater than 400MJ/m2, the fire area will be established in order to avoid the unit unavailability caused by the fire spread and provide convenience for fire extinguishment of fire company.
It could be included in the safety fire area or be independent from all the safety fire areas.
3.2.3
Fire and radioactivity confinement
Under the conditions of normal operation, the fire in the fire area may cause the release of radioactive substances. In the area, not only the fire shall be guaranteed not to spread outwards, but also the release of radioactive substances shall be controlled.
3.3
Fire zone
It is constituted by a group of connected rooms; the fire resistance rating of its barrier is determined according to design basis fire, reliable fire protection instruments and facilities in order to guarantee that the fire within the area will not spread to the outside, or that the fire outside the area will not spread to the inside.
3.3.1
Safety fire zone
The fire zone established in order to avoid the common mode failure and guarantee the realization of safety function.
3.3.2
Unavailability limitation fire zone
The fire zone established to limit the unit unavailability and provide the convenience for fire extinguishment of fire company.
3.4
Fire damper
Under the rated conditions, the automatic closing device designed to avoid fire spread through air conduit.
3.5
Fire barrier
The barrier is used in confinement of fire consequence. It includes wall, floor, ceiling or plugging devices of passages such as door opening, penetrating item and ventilation system. The fire barrier is expressed with the nominal fire resistance rating.
3.6
Fire stop
The entity barrier used to confine the inside fire in the plant unit or between the structural units.
3.7
Non-combustible material
Under the use pattern and estimated conditions, the materials will not be ignited, combustion-supporting, burning or will not release the inflammable gas.
3.8
Fire load
The total releasable heat energy by burning all the combustible materials (including facings of wall, partition wall, floor and ceiling), expressed in megajoule (MJ).
3.9
Fire load density
The fire load density is the fire load calculated according to the unit surface area in the given space. It is expressed in megajoule per square meter (MJ/m2).
3.10
Fire-related common mode failure
The common mode failure of systems or equipments in the nuclear power plant caused by the specific initiating event-fire.
3.11
Fire resistance rating
The required fire load of building structure members, components or structures in the specified time under the standard burning test conditions, the capacity to keep the integrity and (or) the thermal insulation and (or) the other specified expected functions.
3.12
Important to safety and not classified
The non-safety items with special requirements in nuclear power plant are items important to safety and the equipment classification of relevant safety fire systems.
3.13
Design basis fire The possible most severe fire which may result that all the combustible materials are burnt down in any space with combustible materials. |
