3.1 This code is prepared with a view to assuring the safe operation of power generating boiler, pressure vessel and main steam and water pipe in thermodynamic system of the fossil fuel power plant in power industry and protecting personal safety.

3.2 The supervision of boiler and pressure vessel in power industry must be carried out with the policy of “Safety first, precaution crucial” and management at different grades by carrying out the overall process supervision to the supervised equipments. Those departments which are responsible for the design, manufacture, installment, debugging, operation, repair and remold as well as inspection shall comply with this code. And in preparing this code and regulation relevant to the supervised equipments, the specifications in this code shall be met.

3.3 The boiler pressure vessel supervision organizations at all levels as well as the safety supervision engineer for boiler pressure vessel safety supervision (hereinafter referred to as boiler inspection engineer) shall be responsible to supervise the implementation of this code.

3.4 When the requirements in this code are not met due to the new technology adoption(such as new construction new material and new process), the test and scientific demonstration is necessary to be carried out in chosen organization after examined and approved by the group company or provincial power company then recorded in the Department of Labor.

3.5 When the requirements in this code is inconsistent with due to adopting the construction rules of boiler abroad, based on integral implementation of the domestic standards, the overseas standards may be carried out however shall be approved by the group company or provincial power company.
